The Dubai Government operates under the framework of a constitutional monarchy belonging to the federation of seven emirates collectively known as the United Arab Emirates. The other emirates of the UAE are Abu Dhabi, Ajman, Fujairah, Ras al-Khaimah, Sharjah and Umm al-Quwain. Each emirate shares some jurisdiction over the issues of law enforcement within a federal framework by the constitution of UAE adopted in 1971. Abu Dhabi and Dubai are the only two emirates of UAE to possess veto power on issues of law.

The current ruler of Dubai Mohammed Bin Rashid Al Maktoum (from the Al Maktoum dynasty who has ruled Dubai since 1933) is also the Prime Minister and the Vice President of UAE and a member of the Supreme Court.
